On their website, they write:’ With effect from 15^th April 2015, the single category of Tourist Visa available to be applied by a US national will be a 10 year……Non-US Passport holders currently residing in US is Eligible’ (www.in.ckgs.us/visa/type-of -visa/tourist-visa.shtml). But when I filling the form online, there still have many kinds of duration tourist visa can be choose. So I telephone to the India Visa Application Department—CKGS and asked which type of tourist Visa I can apply if I am a foreigner and only stay in America several months. The officer told me I can apply, and in America, only one type of tourist visa, 10 years.

So I paid the 10 years visa fee and delivered my document to San Francisco application department for the first time on July. However, the visa officer returned my document, and said ‘China E-series passport holders cannot apply in US’. This is very strange reason. For all new passport in China are e-passport, and this normal passport for public(https://en.wikipedia.org/wiki/Chinese_passport), not special passport. If said E-passport holder cannot apply in America, this means nearly all Chinese people but current resident in America cannot apply India tourist Visa in US. And I checked their website, absolutely couldn’t find this notification.^{I, II}

Hence, I telephoned to their CKGS department again and asked can I apply if I am a Chinese. The officer clearly told me Chinese people can apply 6 months’ tourist visa. ^I In my country, the India tourist visa only three months. So I still decided to apply India visa in US. And sent my document to San Francisco department again for 6 months’ tourist visa.  But still had been returned immediately for the same reason.

And the second sent time I had not bought the official courier in their website, so the visa officer told me they will charge the courier fee from my refund application fee and I can get $108-$15=$93.  However, I received $88. I sent Email to ask them why minus more $5. After a very long time, they just replied to me and said this is service fee. ^IV

I thought there has something wrong in the San Francisco department. So I try to send my application to New York department in this time. Beginning , the visa officer in New York was very kindly, she had not said I cannot apply, but she just want to ask me some questions.  Maybe she feel strange I sent to their department while I resident in WA. I reply Email to her and confess San Francisco department didn’t give me visa. Looks like after she contacted with San Francisco, then she suddenly changed her attitude. Except gave me the same reason with San Francisco, even told me their New York department don’t accept their official courier that I paid in their website—Fedex, and I had to buy UPS by personal and sent the UPS label to her. The UPS is much more expensive than their official courier. But I am no idea, only follow her, then took back my Passport.^IV

I decided to give up and go back to my country. So I sent email to ask refund of my application fee and had not used courier fee. But no any reply for a very long time. This totally $123. ^IV I thought if I cannot get back of them, just use them. But I still leave online message to ask CKGS department whether I can apply if I hold Electronic passport of China. The authomatic reply email told me they will give me answer within 24 hours. But two days past, I cannot hear anything about them. So I immediately sent my document because my flight to leave US was nine days later. And this time I choose Washington DC department for I consider this is capital consulate, might normally process my application.

My document delivered to there on 5^th Oct., and 8^th Oct., I got the leave message from a person in their department said I have to apply in San Francisco, and call 202-517-6003 to pick up my passport. I don’t use cellphone in US, so use public telephone and asked other two people who worked in some Charity organization to help me call this number and their consulate number and CKGS customer telephone number, all no one picked up. This can proved by these two people. I don’t know them before. So their provement should be efficient.^III

I also left messages online in their website, but sometimes they said this, sometimes they said that, until I missed my flight on 12^th Oct., and I have to pay a lot of money for the punish fee for airline. Most important was that, I told them 30^th Oct. was the deadline of legal stay in America. But until 1^st Nov., I just received their email inform me they will returned my document (passport) to me. And until 13^th Nov., I just received my passport. ^III

And during this time, the CKGS department first said they cannot prove they received my application document because I used the un-refund application fee in New York and no new record in their system. Fortunately, I sent by Fedex and they had the clear delivery record and the signature. They cannot deny.

So the second time, they compelled me to withdraw my application, then can return me my passport. If I withdraw, this becomes my fault, and I couldn’t take back my application fee as well. So I rejected, and said wait their processing.

On Oct., My bank account suddenly received my application fee and courier fee, but minus much less service fee than the last time. I cannot understand, why every time the same processing cause different service fee? And why this fee have not list in their website?^IV Most strange is that the officer who returned my passport also told me I can apply their visa in San Francisco department.

For I don’t use cell phone, only email. So most of the above speech I have the email records.

For I am emergency to get to India. So I choose the quite expensive Fedex courier fee each time to send my document. So only courier fee I lost more than $200 (this have bank account records).  If add the flight ticket punish and compensate fee. I lost more than $500. And more important is that I lost too much precious time in this event. 

So really cheat India Consulate!
